Standards and reporting

Social Value

Social value preparation should identify the procurement and model first, then connect the promise made in a bid to the contract, delivery evidence and actual outcome being reported.

What does social value mean in this procurement context?

The Social Value Act requires relevant authorities to consider specified well-being questions for relevant services procurement, while policy notes have their own scope Social Value Act section 1 PPN 002 scope.

Identify the actual requestRequirements and evidence

Module 01 / 04

Buyer

Identify the authority and applicable policy context.

Read the detailed guidance and evidence

This is not a general rule that every business must publish one annual social-value figure.

The standards overview distinguishes procurement commitments from corporate reporting, while the UK ESG requirements guide helps identify other applicable outputs.

Which scope questions should be settled before writing the bid?

A reusable bid library needs a procurement-specific applicability check rather than one permanent social-value template.

Original editorial preparation record, not a prescribed government form.
Evidence questionRecord to inspectDecision supported
Authority and routeBuyer instructions and applicable provisionsWhether the relevant policy applies
Procurement timingNotice and commencement informationWhich model and transition arrangement need checking
Contract value and typeThe actual procurement assessmentWhich thresholds or exclusions matter
Award criteriaPublished questions and evaluation approachWhat the response must actually address
Read the detailed guidance and evidence

The Act’s consideration duty is narrower than a claim that every goods, works or services purchase follows an identical model Section 1.

The policy-note collection helps locate the actual notice rather than rely on an undated summary or an earlier bid’s instructions Cabinet Office policy-note collection.

Why must the model version stay visible?

PPN 002 and PPN 026 have different scope, weighting and model structures, so their provisions should not be combined into a fictional single rule PPN 002 PPN 026.

Keep the policy versionRequirements and evidence

Module 01 / 04

Notice

Identify the actual PPN and edition.

Read the detailed guidance and evidence

PPN 026 says in-scope organisations should apply it to procurements commenced on or after 1 January 2027, defining commencement by tender-notice publication Paragraphs 10–12.

Its reference to the previous edition should not be rewritten as an unsupported claim that PPN 002 has been formally withdrawn.

The bidder should therefore keep the buyer’s actual model and instructions rather than silently update a live tender response to a later policy.

Which provisions must not be mixed?

This reading aid preserves the separate policy statements without reproducing their official award-criteria tables.

Original editorial preparation record, not a prescribed government form.
Evidence questionRecord to inspectDecision supported
PPN 002 scopeCovered procurement and the stated organisation scopeDo not import a new £1m threshold into this notice
PPN 002 weightingMinimum 10% requirement in paragraph 10Do not add PPN 026’s higher tier
PPN 026 timing and valueParagraphs 4–13 and transition provisionsCheck the actual procurement route and commencement
PPN 026 weightingThe stated 10% and 20% tiers with should wordingDo not describe it as identical to the earlier must formulation
Read the detailed guidance and evidence

PPN 026 introduces the £1m and £5m value distinctions and its own wording, while PPN 002 has a different threshold basis Paragraphs 4–13 Paragraphs 6 and 10.

The tender documents remain necessary for understanding the particular question and evaluation approach.

What makes a fictional bid promise difficult to evidence?

Fictional case: Valewick Facilities promises work placements through a local delivery partner, but the operations team has not confirmed the partner’s capacity or the definition of a completed placement.

Test the delivery promiseRequirements and evidence

Module 01 / 04

Commitment

Identify exactly what the bid proposes.

Read the detailed guidance and evidence

A persuasive narrative is not yet a delivery plan if the supplier cannot identify the owner, participants, period and evidence behind the commitment.

The review should distinguish an offer that can be delivered from one that depends on an unconfirmed third-party arrangement.

PPN 002 connects bid commitments to the contract, while PPN 026 addresses monitoring and communication to contract managers Paragraph 11 Paragraphs 16–18.

What should Valewick resolve before agreeing the commitment?

This original fictional case follows the promise from bid wording into delivery evidence.

Original fictional bid-to-delivery example, not an official scoring method.
Evidence questionRecord to inspectDecision supported
Placement promiseDefined participant and completion basisWhether the commitment is measurable
Partner involvementConfirmed capacity and responsibilitiesWhether the delivery dependency is supported
Time periodContract-linked delivery scheduleWhen evidence should be available
Outcome claimWhat the activity is intended to achieveWhether the reported result can be substantiated
Read the detailed guidance and evidence

Attendance records may support an activity count without proving a sustained employment outcome.

The contract manager needs to know which claim each record supports rather than receive a promotional case study as the only evidence.

Can a model justify any criterion described as social value?

The Procurement Act still constrains criteria and treatment of suppliers, so a policy label cannot bypass the statutory limits Section 23 Section 12.

Check the criterionRequirements and evidence

Module 01 / 04

Connection

Assess the relationship to the subject matter.

Read the detailed guidance and evidence

PPN 026 expressly refers to subject-matter connection, proportionality, equal treatment and treaty obligations Paragraphs 8 and 14 Section 90.

A bidder should not assume that every local-benefit idea is automatically a lawful or relevant award criterion, and this guide does not provide a legal conclusion on an individual tender.

The evidence task is to understand the published question and deliverable rather than invent additional scoring preferences.

Does admission to a framework settle the social-value assessment?

Framework and call-off decisions need their own route and document checks.

Original editorial preparation record, not a prescribed government form.
Evidence questionRecord to inspectDecision supported
Framework termsWhat was assessed when it was establishedWhich criteria may govern later awards
Call-off instructionsThe actual competition and permitted criteriaWhat response is required now
Commitment transferPromises incorporated in the resulting contractWhat the delivery team must fulfil
Evidence retentionFramework and call-off decision recordsHow the applicable basis can be reconstructed
Read the detailed guidance and evidence

PPN 026 addresses assessment at framework and call-off and refers to section 46(8), so a framework place is not a universal answer to the later task Paragraph 6 and footnote 3 Procurement Act section 46.

What should be handed from the bid team to contract management?

The delivery team needs the accepted commitments and monitoring basis, not only the final tender narrative.

Transfer the actual promiseRequirements and evidence

Module 01 / 04

Wording

Identify the commitment included in the contract.

Read the detailed guidance and evidence

Valewick’s contract handover preserves the partner-capacity condition and the agreed placement definition rather than replacing them with a broad target in a dashboard.

Procurement Act section 52 concerns KPIs under its own conditions, while PPN 026 adds a social-value monitoring context, so the two should be read together rather than treated as the same source Section 52 Paragraphs 16–18.

Which counting decisions deserve explicit records?

A credible measure needs a defined unit, population and period before a total or monetary presentation can be understood.

Original editorial preparation record, not a prescribed government form.
Evidence questionRecord to inspectDecision supported
People or attendancesWhether repeat participation is counted separatelyWhat the number actually represents
Activity or outcomeWhat completion demonstratesWhether a stronger impact claim is supported
Contract attributionWhich delivery relates to the commitmentWhether unrelated activity has been included
Evidence periodDates and accepted reporting intervalWhether figures concern the current contract report
Read the detailed guidance and evidence

A repeated participant is not automatically a duplicate error if the agreed metric counts attendances, which is why the unit definition must remain visible.

This guide does not prescribe a universal monetisation method or imply that a platform’s valuation is the buyer’s required evaluation model.

Does an accredited tool establish government procurement compliance?

Social Value International’s directory describes alignment with its own Principles of Social Value rather than approval of every government bid or reported result SVI accredited software directory.

Read the actual claimRequirements and evidence

Module 01 / 04

Accreditation

Identify the scheme and what it assesses.

Read the detailed guidance and evidence

A useful software RFP asks the demonstrator to export Valewick’s commitment, participant-unit definition, delivery source and unresolved exception.

The platform should not silently convert an activity count into a stronger outcome or compliance claim.

No vendor is ranked or represented as suitable for every contract in this guide.

What would a useful original commitments register contain?

Plan a record that stays connected to delivery rather than only tracks a bid score.

Original editorial preparation record, not a prescribed government form.
Evidence questionRecord to inspectDecision supported
Commitment referenceAccepted contract wording and criterionWhy the activity is being delivered
Delivery basisOwner, partner and dependenciesWho can produce the promised result
Measurement basisUnit, population, period and evidenceHow the reported figure is constructed
Review historyChange, limitation and decisionWhat the contract manager accepted or challenged
Read the detailed guidance and evidence

Valewick retains the initial unconfirmed partner arrangement and the later agreed delivery basis, so a reviewer can see why the commitment changed.

A consultancy brief can specify bid interpretation, delivery planning and evidence review as distinct services.

What if the delivery result is weaker than the bid narrative?

Report the accepted measure and unresolved performance issue rather than retrospectively redefine the commitment to make it appear achieved.

Review the actual resultRequirements and evidence

Module 01 / 04

Promise

Read the accepted contract commitment.

Read the detailed guidance and evidence

Valewick delivers mentoring sessions but fewer completed placements than its agreed measure anticipated, so the report should distinguish the activities rather than combine them into one favourable count.

The buyer’s contract-management process and applicable policy determine the response, not a universal rule that every missed target has the same sanction.

The review should preserve both the delivery evidence and the communication to the contract manager.

How can the team prepare a reviewable evidence file?

This editorial workflow organises preparation without certifying compliance or replacing a statutory process.

Frequently asked

Questions people ask

Is social value a universal annual company reporting duty?

No, distinguish the relevant authority’s consideration duty and the applicable procurement-policy route.

Do PPN 002 and PPN 026 say the same thing?

No, retain their different scope, timing, weighting and model provisions.

When does PPN 026 say it applies?

It says in-scope organisations should apply it to procurements commenced on or after 1 January 2027, with its transition provisions considered.

Does framework admission answer the call-off task?

No, check the framework and call-off basis and the applicable criteria.

Does an activity count prove an outcome?

Not automatically, because the agreed metric and evidence determine what the result supports.

Does SVI software accreditation prove bid compliance?

Its directory describes alignment with SVI principles rather than certification of every contract response.
