BREEAM Certification

BREEAM certification starts with the correct asset, scheme and registered version, then needs evidence and claims that match the assessment actually completed.

What does BREEAM certification assess?

BREEAM is BRE’s suite of built-environment sustainability assessment schemes, with different routes for different asset and project situations standards overview assessment process.

Choose the assessmentRequirements and evidence

Module 01 / 04

Asset

Identify the building or infrastructure considered.

Read the detailed guidance and evidence

A useful certification brief starts with the asset and the applicable scheme, rather than promise a rating before its boundaries, minimum conditions and evidence are understood.

BRE describes measures across categories including energy, ecology, resilience and other sustainability matters, making BREEAM broader than a single carbon calculation how BREEAM works.

This guide follows fictional Rowanford Developments through a new office project and a tenant fit-out interface, without claiming a particular building has achieved a rating.

The standards homepage keeps asset certification separate from the organisation’s reporting obligations and the selected project’s calculation methods.

Which project facts should be established first?

Our suggested commissioning screen prevents a generic “BREEAM required” instruction from hiding the actual assessment task.

BRE lists distinct schemes across the asset life cycle rather than one universal BREEAM checklist scheme suite.
DecisionEvidence to examineInterpretation
New constructionThe works and asset being developedConfirm the relevant New Construction route.
Existing operationAn occupied asset and its operational assessment purposeInvestigate the relevant In-Use route rather than assume new-build criteria.
Refurbishment or fit-outThe works and landlord/tenant interfaceAgree what the selected assessment includes.
Infrastructure or masterplanA different object from an individual officeCheck the scheme instead of copying a building checklist.
Read the detailed guidance and evidence

An asset can also have several separate evidence requests, so the team should identify which recipient and assessment each package supports.

Why does the registered version matter?

BRE’s current New Construction FAQ identifies V7.1 as the default new-registration version while allowing already registered V7 projects to continue under their existing version transition FAQ.

Check the actual basisRequirements and evidence

Module 01 / 04

Registration

Confirm the assessment has actually been registered.

Read the detailed guidance and evidence

BRE’s September 2025 announcement records the launch of New Construction V7, while the current V7.1 hub and FAQ describe the later update and transition V7 launch V7.1 hub version transition.

Rowanford therefore checks its actual assessment status instead of treating a project account or an old pre-assessment workbook as proof of a current registration.

The same FAQ says creating an assessment in the platform does not constitute formal registration, which makes the distinction relevant to project planning registration status.

This guide does not copy provisional rating thresholds from a pre-release manual into a current-version promise or invent a universal deadline for completing every assessment.

Who does what in the assessment?

Agree the roles before deciding which person can accept evidence or make a claim.

BRE describes the licensed assessor’s role and the third-party certification process registration and assessor guidance how BREEAM works.
DecisionEvidence to examineInterpretation
Project ownerDefines the project brief and appoints the relevant supportRetains responsibility for the development and its evidence.

Read the detailed guidance and evidence

Our editorial role map does not establish any named consultant’s credentials or guarantee that the appointed project will achieve its target.

What does the landlord and tenant interface reveal?

Fictional Rowanford targets a new office assessment, but the tenant’s fit-out design changes after the main contractor has assembled its evidence package.

Resolve the interfaceRequirements and evidence

Module 01 / 04

Scope

Identify which works each assessment represents.

Read the detailed guidance and evidence

The project team initially assumes the new tenant layout is outside every relevant question, although the change affects information previously supplied to the assessor.

Our suggested review does not assume a particular credit rule: it asks the assessor to map the changed works against the actual scheme, version and assessment scope.

BRE’s September 2026 announcement identifies distinct Refurbishment and Fit Out Commercial V7 standards, reinforcing the need to establish the appropriate route rather than label every change New Construction RFO launch.

The original case illustrates a scope and evidence decision without inventing a credit result, a mandatory tenant arrangement or a certification outcome.

Which Rowanford records should the assessor receive?

The useful change package identifies the difference and its evidence rather than sends the entire project archive without explanation.

Original fictional handover fields; the actual technical criteria remain those of the chosen scheme.

Read the detailed guidance and evidence

A sustainability consultancy brief can define coordination support without implying that an evidence coordinator replaces the licensed assessor.

Why is a pre-assessment score different from certification?

BRE describes the owner’s pre-assessment as an unverified score estimating potential performance, rather than a completed certified result pre-assessment guidance.

Keep status visibleRequirements and evidence

Module 01 / 04

Target

The result the project aims to achieve.

Read the detailed guidance and evidence

Rowanford’s marketing draft says the building is certified because the design worksheet predicts its target rating, although the scheme process is incomplete.

The communications owner changes the wording to describe the target and the stage actually reached, keeping the predicted result separate from a certified outcome.

BRE’s scheme explanation describes assessment and certification, while the registration guidance explicitly distinguishes the preliminary unverified evaluation scheme process pre-assessment status.

A sustainability software demonstration can test whether predicted, submitted and certified statuses are visible rather than merged into a single green completion label.

What should a BREEAM claim identify?

The wording should tell the reader what has actually happened to which asset.

Editorial communication screen grounded in BRE’s distinction between preliminary assessment and certification status guidance certification process.
DecisionEvidence to examineInterpretation

The environmental product declarations guide helps separate product evidence used in a project from the resulting asset claim.

Is BREEAM required by law?

A scheme’s voluntary status does not prevent a particular consent, policy or contract from using it, so the actual project requirement needs to be read.

Identify the consent, client or policy document.

The West Midlands Rail Freight Interchange Order contains a specific warehouse building-sustainability requirement, illustrating project-specific legal use rather than a national BREEAM duty requirement 29.

The Ministry of Justice’s published Version 3.0 policy separately sets its own construction requirements and a justified fallback process, which is client-policy context rather than a rule for every developer August 2021 policy sections 3.1–3.2.

Rowanford therefore asks its planning and contract owners which actual requirement applies, rather than assume a target written in a consultant’s proposal establishes the legal position.

This guide does not treat an old policy’s named scheme version as the current registration version for every new project.

Which differences in a requirement matter?

A useful review retains the actual condition and its evidence requirements.

Original project-requirement questions; the statutory example and dated client policy are distinct sources development-specific order client policy.

Read the detailed guidance and evidence

Any uncertainty about a consent’s interpretation should be resolved through the responsible project process, rather than a public overview inventing a universal answer.

Does BREEAM certification establish every other sustainability claim?

An asset rating, an emissions assessment and a separate finance-framework conclusion answer different questions, even when evidence overlaps.

Keep claims separateRequirements and evidence

Read what the selected BREEAM scheme assessed.

Read the detailed guidance and evidence

BRE’s V7.1 hub describes optional EU Taxonomy criteria, while its pre-release mapping explanation states that minimum safeguards are not included and that the mapping reflects BRE’s interpretation optional criteria mapping limitations.

A BREEAM rating should therefore not be described as automatic EU Taxonomy alignment, and this guide does not present BRE’s interpretation as the European Commission’s legal conclusion.

The embodied-carbon guide explains a separate carbon result, while NABERS UK focuses on measured office energy performance rather than the same broad asset assessment.

Rowanford gives each recipient the actual evidence and scope instead of substituting a certification logo for every answer.

What should the project hand over after assessment?

The next owner should know the actual outcome, its scope and any separate outstanding evidence requests.

The PAS 2080 guide supplies a separate carbon-management context where the project also needs that process.

What should a buyer ask before appointing support?

Rowanford asks how the team will manage a changed fit-out design and who can resolve an assessment query before selecting its support arrangement.

The appointment brief describes the project’s target as an objective, rather than a guaranteed outcome purchased from the adviser.

BRE’s guidance recommends engaging the licensed assessor early, but the public page does not establish a universal price or a fixed duration for every assessment assessor appointment guidance.

Frequently asked

Questions people ask

What is BREEAM?

It is BRE’s suite of built-environment sustainability assessment schemes.

Is a pre-assessment a certificate?

No, BRE describes it as a preliminary unverified score.

Which New Construction version is used now?

BRE’s FAQ identifies V7.1 as the default new-registration version, while existing registered projects have their own transition options.

Is BREEAM legally mandatory everywhere?

No general requirement should be inferred; examine the actual project consent, policy or contract, such as the specific development-order example.

Does it prove EU Taxonomy alignment?

Not automatically, and BRE’s own mapping explanation identifies limitations including the absence of minimum safeguards.

Does an assessor appointment guarantee the target?

No, the result depends on the applicable assessment and evidence rather than the fact that support has been appointed.
