SBTi Financial Institutions
Financial institutions need an explicit target route and activity-specific evidence, rather than treating an emissions inventory or corporate target as a portfolio validation decision.
Which decision comes before a portfolio target?
Identify the financial institution, activities and intended target output before selecting a method.
Module 01 / 04
Entity
Define the applicant and relevant group relationships
Module 02 / 04
Activities
Distinguish lending, investment and underwriting activities
Module 03 / 04
Target
Select near-term or net-zero validation purpose

SBTi offers financial institutions both near-term and net-zero target-setting options, with financial activity-specific resources rather than a single corporate target form current FI frameworks.
This guide follows the original fictional institution Fenbridge Finance through a target-route decision and evidence review, keeping its portfolio work separate from the general Corporate Net-Zero Standard.
The task is to explain which activities and populations a target covers, not to assume that measuring financed emissions automatically establishes an SBTi target.
Are both financial-institution routes still available?
Use the dated owner update to resolve an older transition statement.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Near-term route | Current FI Near-Term Criteria option | Remains available without a specified end date |
| Net-zero route | Financial Institutions Net-Zero Standard | Separate target basis and validation output |
| Old transition wording | Earlier intention for January 2027 | Do not treat it as the current deadline |
| Corporate V2 launch | Separate corporate validation arrangements | Do not move FIs into that launch automatically |

The 8 October 2026 announcement says both the Financial Institutions Net-Zero Standard and FI Near-Term Criteria remain available without a specific end date current route announcement.
That announcement supersedes the earlier January 2027 transition intention printed in the original FINZ document, whose V1.0 version table records release and effect on 22 July 2025 version and transition text.
Fenbridge rejects a project plan built around an assumed mandatory January 2027 switch and replaces it with a documented choice of target purpose, criteria and evidence requirements.
How should financial activities be mapped?
A financial product label is not yet a reproducible target population.
Module 01 / 04
Lending
Identify the relevant loan books and counterparties
Module 02 / 04
Investing
Distinguish asset-owner and asset-manager activities
Module 03 / 04
Underwriting
Keep insurance activity treatment explicit
Module 04 / 04
Capital markets
Check the relevant activity and target basis
Read the detailed guidance and evidence
FINZ identifies lending, asset-owner investing, asset-manager investing, insurance underwriting and capital-market activities within its scope, with detailed criteria determining the applicable treatment scope of the standard.
Fenbridge maps a commercial loan book, an investment portfolio and a separately managed underwriting activity before choosing a target method, rather than applying one bank-wide percentage to every business line.
The resulting activity register identifies the source system, legal entity, exposure population, proposed method and responsible owner, allowing an excluded or differently treated activity to be explained rather than disappear.
What should reconcile to the target population?
Tie the portfolio extract to the scope actually described in the target.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Source population | Dated loan or investment extract | Identify the records available at the selected date |
| Classification | Activity and method assignment | Explain why records belong in a target population |
| Adjustments | Transfers, duplicates and scope decisions | Retain reasons and owners for changes |
| Target population | Final count and relevant calculation totals | Reconcile back to the source population |
Read the detailed guidance and evidence
FINZ provides activity and target requirements, while the applicant must present the portfolio evidence supporting the selected approach financial activity criteria.
Fenbridge accepts an exposure-level bridge with a preserved snapshot and rejects a presentation that lists only the percentage of “green clients” without a defined population or target method.
This editorial bridge is a preparation tool rather than an official submission form, and its fields should be adapted to the actual selected SBTi criteria rather than treated as universal mandatory datapoints.
How does emissions accounting fit the target work?
Maintain a relationship between the accounting file and target file without treating them as interchangeable.
Module 01 / 04
Accounting
Retain the inventory method and data-quality limitations
Module 02 / 04
Target
Apply the selected target method to its population
Module 03 / 04
Coverage
Explain the activity and target boundaries
Module 04 / 04
Review
Identify differences that require a judgement
Read the detailed guidance and evidence
The FI owner hub presents different target-setting frameworks and resources, so having a financed-emissions number does not itself answer the target-method or validation question target-setting resources.
Fenbridge uses its emissions calculation as an input where appropriate but preserves the activity classifications and counterparty evidence needed to explain its particular target.
A financed-emissions software demonstration should therefore show the method-specific export and portfolio boundary, rather than promise that a single quality score establishes every target requirement.
What happens when a method or tool is unavailable?
Keep current tool limitations visible in the project record.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Selected method | Owner resource and permitted current version | Record the intended calculation basis |
| Tool limitation | Current owner notice affecting calculation | Do not force an unavailable pathway |
| Alternative decision | Documented route or method assessment | Obtain the appropriate technical review |
| Change trail | Old and new calculations with reasons | Prevent silent method substitution |
Read the detailed guidance and evidence
The FI hub says its FINZ tool temporarily pauses power technology-share and automotive intensity targets pending finalisation of the respective sector standards current tool updates.
The Sector Resources Summary and technical work plan distinguish available resources from developments, so an indicative sector timeline is not a final usable methodology resource status technical work plan.
Fenbridge rejects an adviser’s shortcut that treats a paused tool output as current, records the limitation and asks for a supported route decision before changing its target work.
Can near-term targets simply become net-zero targets?
An existing approval is evidence of its own scope, not automatic approval under another standard.
Module 01 / 04
Existing
Recover approved wording and criteria basis
Module 02 / 04
Desired
Identify the net-zero validation output sought
Module 03 / 04
Gap
Map the additional applicable requirements
Module 04 / 04
Submission
Retain the updated evidence and decision
Read the detailed guidance and evidence
The FI hub says an institution with near-term targets must update them in line with FINZ to seek net-zero validation and that the targets cannot be automatically transferred existing near-term targets.
Fenbridge’s existing approval is retained as history while the team prepares a gap record for its intended net-zero application, avoiding a claim that the earlier decision already covers the new target.
The register records the changed activity population and method as well as document changes, so a review can distinguish substantive target work from a simple relabelling exercise.
What belongs in an official service enquiry?
Separate the applicant’s preparation from the scope and cost of the owner’s review.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Entity classification | Registered FI information and group chart | Establish the correct service route |
| Target type | Near-term, net-zero or applicable update | Identify the requested validation output |
| Fee basis | Current service tier and contractual terms | Avoid another institution’s fee assumption |
| Preparation scope | Portfolio mapping, methods and evidence | Keep adviser work separate from validation |
Read the detailed guidance and evidence
The registration SOP governs organisation classification, and Service Offerings V6.1 gives FI-specific services and fee tiers registration FI services.
The official validation service does not choose the applicant’s method or calculate its emissions, so those responsibilities should be explicit in any consultancy brief service exclusions.
Fenbridge asks an adviser for a reproducible activity bridge and method explanation, while reserving the official decision to SBTi Services and avoiding a contractual promise of approval.
How should a finance team plan the review?
Distinguish the work before submission from route-specific review estimates.
Module 01 / 04
Before review
Resolve entity, portfolio and method decisions
Module 02 / 04
Assessment
Allocate owners for technical questions
Module 03 / 04
Evaluation
Preserve changed calculations and responses
Module 04 / 04
Decision
Archive the official scope and result
Read the detailed guidance and evidence
The FI validation schedule describes assessment, evaluation and decision stages, while the service offering and October SOP use their own FI timing descriptions, so estimates should be attributed rather than presented as one guarantee FI stages FI validation process.
Fenbridge appoints separate query owners for credit data, investment records and emissions methods, because a prompt response requires access to the evidence rather than simply an available project manager.
The validation guide explains the general query trail, while this institution keeps each answer linked to the affected portfolio population and target statement.
What makes a portfolio query answer reviewable?
Preserve the relationship between a technical answer and the source records it changes.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Population question | Original extract and adjustment bridge | Show which exposures were included |
| Method question | Selected criteria and calculation version | Explain the actual method used |
| Data question | Counterparty record and limitation | Distinguish reported information from an estimate |
| Amended result | Revised output and authorised response | Recheck related target wording |
Read the detailed guidance and evidence
The validation SOP describes the review of submitted targets and supporting information, making a retrievable response file part of practical preparation assessment and evaluation.
Fenbridge receives a question about duplicate exposures and answers with a before-and-after bridge, instead of replacing the portfolio export and leaving no evidence of what changed.
The accepted answer names the affected records, explains the duplication and records who approved the amended target calculation, without assuming that an internal correction determines the final validation outcome.
Does corporate V2.0 apply to financial institutions?
Keep the corporate launch distinct from the financial-institution standard.
Module 01 / 04
Corporate V2
Recognise the published corporate framework
Module 02 / 04
FI exclusion
Read the actual launch-scope qualification
Module 03 / 04
FINZ
Use the institution-specific current framework
Module 04 / 04
Development
Monitor owner updates without inventing a deadline
Read the detailed guidance and evidence
The V2.0 validation procedures explicitly exclude financial institutions from submitting under the February 2027 corporate launch scope footnote.
The standards work plan lists a FINZ minor revision in scoping, which is a development status rather than a new mandatory transition date technical work plan.
Fenbridge’s policy team keeps the 8 October FI announcement beside its route decision so an older presentation about corporate V2.0 cannot silently change the institution’s application basis current FI position.
How should the result be described?
Target scope, status and financial activity need to remain visible in external communication.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Pending application | Receipt and current status | Do not imply validation before the decision |
| Near-term approval | Actual approved scope and wording | Do not call it FINZ approval automatically |
| Net-zero approval | Decision statement and target basis | Describe the approved target accurately |
| Reporting use | Separate disclosure-framework assessment | Do not infer universal regulatory compliance |
Read the detailed guidance and evidence
SBTi’s status document distinguishes commitment and target statuses, while the SOP specifies the validation statement’s scope, criteria, decision and date status definitions decision statement.
Fenbridge rejects a draft statement saying all its investment products are certified and uses wording about the actual approved institutional targets instead.
Its financial-services reporting team separately assesses disclosure requirements, keeping a voluntary target-validation result distinct from the reporting regime applying to a particular entity.
What should the portfolio team receive next?
Leave an operational target record rather than only a decision announcement.
Module 01 / 04
Population
Frozen sources and an explainable activity bridge
Module 02 / 04
Method
Version, assumptions and relevant limitations
Module 03 / 04
Ownership
Named data, action and disclosure leads
Module 04 / 04
Changes
A process for new activity or altered portfolio data
Read the detailed guidance and evidence
The current FI resources and route announcement give the framework for the selected target work, but Fenbridge must maintain the evidence and responsibilities that make its own implementation traceable resources available routes.
The handover links each portfolio population to a data owner and review question, so the next reporting team can explain a change without reconstructing the application from email attachments.
How can the team prepare a reviewable evidence file?
This editorial workflow organises preparation without certifying compliance or replacing a statutory process.

Frequently asked
Questions people ask
Must FIs use FINZ from January 2027?
No, the 8 October 2026 owner announcement continues both FINZ and FI Near-Term Criteria without a specific end date.
Are near-term targets automatically FINZ targets?
No, the FI hub says existing near-term targets must be updated to seek net-zero validation and cannot be automatically transferred.
Does an emissions inventory establish a target?
The institution still needs to apply the selected target criteria and method to its relevant activities.
Can FIs use the February 2027 corporate V2 launch?
The published V2 validation procedures exclude financial institutions from that launch.
Can a consultant validate the target?
Advisers can prepare evidence, but official target validation is provided by SBTi Services within its stated service scope.
Is a target decision product certification?
The validation statement has a defined target scope and should not be expanded into certification of every product or activity.
