SBTi SME Route
The SBTi SME route has a specific eligibility definition and tailored target options, so size alone does not establish eligibility or the scope of a validated claim.
What does the SME route actually simplify?
Treat it as an official route with its own definition, not a self-declared small-business badge.
Module 01 / 04
Eligibility
Confirm the full owner definition
Module 02 / 04
Targets

The current SME route provides predefined validation options and no commitment stage, while eligible SMEs can instead choose the corporate route questions 2 and 17.
The SME service page confirms that eligibility is checked during registration rather than established solely by a company selecting a small-business label eligibility and process.
This guide follows an original fictional business, Keldwick Instruments, through a route decision, an evidence review and a post-validation handover instead of repeating the general Corporate Net-Zero Standard.
Which four gates must all be passed?
A strong result on a size measure cannot compensate for failure of an initial gate.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Emissions gate | Less than 10,000 tCO2e Scope 1 plus location-based Scope 2 | Use the relevant entity and related-business population |
| Excluded sectors | Not a financial institution or oil and gas company | Check activities rather than the company name |
| Sector criteria | Not required to use sector-specific criteria | Read the FAQ’s FLAG qualification carefully |
| Parent relationship | Not a subsidiary of a parent in the corporate route | Inspect the combined business and ownership record |

SME FAQ V6.2 Q6 requires all four gates before the additional three-of-four test is applied, and its sector-criteria footnote makes a specific qualification for mandatory FLAG businesses question 6 and footnote.
The registration procedure establishes entity classification using the applicant’s information, so a small trading subsidiary should not assess itself in isolation without checking the relevant group relationships entity registration.
Keldwick’s first rejected eligibility note uses only its own employee count and omits a parent business, while its replacement includes the ownership chart and explains which related figures were considered.
How does the three-of-four test work?
Keep strict less-than tests distinct from the preceding all-gates decision.
Module 01 / 04
People
Fewer than 250 employees
Module 02 / 04
Turnover
Less than €50 million
Module 03 / 04
Assets
Less than €25 million
Module 04 / 04
FLAG sector
Not in a mandatory FLAG sector

After all gates are met, SME FAQ Q6 requires at least three of these four additional conditions, and the numerical comparisons use strict less-than wording additional eligibility tests.
A company should not substitute a UK company-size definition, an ESOS test or a reporting-regime threshold merely because those figures already appear in its finance workbook.
Keldwick prepares a dated test sheet containing each comparison, the supporting financial period and the accountable reviewer, rather than a single green or red eligibility label without an explanation.
What happens at an eligibility boundary?
Illustrative numbers show why the underlying comparisons need to be retained.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Employees | 240 in the illustrative test | Record whether the owner definition is satisfied |
| Turnover | Exactly €50 million | Does not satisfy a less-than €50 million condition |
| Assets | €20 million | Satisfies the illustrative asset comparison |
| FLAG status | Not a mandatory FLAG sector | Third further test may be available if gates pass |
Read the detailed guidance and evidence
In this fictional illustration, Keldwick cannot mark the turnover condition as met at exactly €50 million, but three other further conditions could still be met if the four initial gates also pass question 6.
This example is not a registration verdict because ownership, financial definitions, related businesses and the emissions gate must be assessed on the real evidence.
The accepted working record preserves the failed turnover test rather than changing its operator from less-than to less-than-or-equal in order to produce a tidier conclusion.
What evidence supports the registration decision?
Tie the classification to the records the applicant can actually explain.

Module 02 / 04
Finance
Use financial statements and the relevant period
Module 03 / 04

The SME FAQ describes registration due diligence and explains that financial and related-entity information affects classification, so the application should be consistent with the evidence used for the tests questions 9 to 16 and 22.
Keldwick keeps the signed financial statements and a reconciliation of the emissions gate beside its route memo, rather than substituting a supplier questionnaire that used a different entity boundary.
For a system purchase, test whether sustainability software can preserve the classification period and source records without silently refreshing the earlier eligibility decision when a new reporting year opens.
Which target question belongs on which route?
Eligibility and the desired validation output are different decisions.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Near-term SME target | Predefined absolute Scope 1 and 2 option | Check the chosen period and supporting inventory |
| SME Scope 3 | Commitment to measure and reduce | Do not describe an unvalidated voluntary target as approved |
| SME net-zero option | Applicable current tailored requirements | Review the target and reduction basis separately |
| Corporate alternative | Eligible SME chooses the corporate route | Assess the different evidence and service requirements |

The SME FAQ says near-term Scope 3 targets are not required on the tailored route, but a commitment to measure and reduce Scope 3 remains part of that route question 2.
The general standards page identifies SME resources separately from corporate near-term and net-zero resources, supporting a deliberate selection of the right target-setting documents SME resources.
Keldwick wants a customer-facing statement about value-chain progress and therefore records exactly which target is validated, instead of relabelling every internal Scope 3 ambition as part of the approved target.
How should the target period be documented?
Make the inventory period and proposed target wording agree before submission.
Module 01 / 04
Base year
Identify the dates behind the inventory
Module 02 / 04
Financial year
Retain start and end dates when selected
Module 03 / 04

SME FAQs V6.2 explain the availability of financial or calendar base years and near-term target-year selection within a five-to-ten-year range questions 3 to 5.
The current corporate near-term criteria remain a relevant cross-check where the FAQ references them, but the team should not discard the tailored-route explanation in favour of an unrelated old template current criteria target options.
Keldwick rejects a workbook that combines a twelve-month financial-year inventory with target wording calling it a calendar year, then corrects the period description before approval.
How can Scope 3 work be useful without overstating it?
Keep a workable improvement plan without pretending that a tailored target covers everything.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Population | Map relevant value-chain activities | Identify what is measured and still estimated |
| Evidence | Retain purchasing, travel or supplier records | Link each estimate to a period and source |
| Action | Assign reduction and supplier-engagement work | Track a concrete change rather than a promise alone |
| Claim | Distinguish measurement, reduction and validation | Prevent an internal goal becoming an approved-target claim |
Read the detailed guidance and evidence
The SME FAQ’s annual reporting expectation includes Scope 1, 2 and 3 emissions and progress against targets, with reporting channels such as an annual report, website or CDP question 51.
This is a scheme expectation rather than a statement that every UK SME has a statutory SBTi reporting duty, and it should not be converted into an invented automatic-removal rule.
Keldwick links its supplier-data improvement plan to Scope 3 reporting while retaining a clear record of the framework and purpose of each published statement.
How should a small company ask about fees?
An owner fee question needs a route, service and verified tier.
Module 01 / 04
Applicant
Use the registered organisation type
Module 02 / 04
Turnover
Supply the evidence behind the service tier
Module 03 / 04
Package

Service Offerings V6.1 has separate SME turnover tiers and service packages, so a quoted corporate fee or another SME’s payment should not be assumed to apply SME service tables.
The general owner process separates developing targets from the validation service, which helps a buyer distinguish its own preparation budget from the official charge target-setting journey.
Keldwick commissions a clearly scoped consultancy review of its inventory and route record without buying a guarantee that the official service will approve its target.
What is worth checking before the application goes in?
A short review should find inconsistencies that a clean dashboard can hide.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Route | Approved eligibility record with supporting statements | No omitted group relationship |
| Inventory | Period, entity list and calculation sources | No unexplained difference from target figures |
| Target choice | Selected option and proposed public language | No unsupported Scope 3 validation claim |
| Responsibilities | Query owner and post-result reporting owner | No unattended response or handover gap |
Read the detailed guidance and evidence
The validation SOP describes a tailored SME process and an estimated review period, while the service offering states no fixed SME timeframe, so a buyer should confirm its actual scheduling assumptions SME process service timing.
Keldwick retains a submission snapshot and a list of the people able to answer questions, rather than allowing the application owner to leave with the only editable workbook.
A query response identifies the question, evidence and any correction, making it clear whether the application changed or the team merely explained a figure already submitted.
How should the V2.0 change be handled?
Do not treat a future categorisation model as if it has already erased the current route.
Module 01 / 04
Current
Record the criteria used for a 2026 submission
Module 02 / 04
Published V2
Understand the upcoming categorisation model
Module 03 / 04

The V2.0 Main Changes document describes the transition from a separate SME route to formal company categorisation, while current owner resources still provide the tailored SME route main changes current service.
The transition guide says current V1.3.1 submissions remain open until 31 January 2028, and the separate V2 validation procedures describe that new service basis rather than a current SME application checklist submission transition scope.
The Corporate Net-Zero Standard guide owns the broader version comparison, while Keldwick records the particular route it has selected and the reason for that decision.
What should survive after validation?
A small organisation still needs an archive that another person can understand.
| Evidence question | Record to inspect | Decision supported |
|---|---|---|
| Decision record | Official outcome and approved target wording | Control website and customer statements |
| Eligibility file | The classification and supporting period | Explain how the selected route was established |
| Progress sources | Named owners and dated calculation records | Keep future reporting traceable |
| Change register | Growth, ownership or inventory changes | Identify when a fresh route review is needed |
Read the detailed guidance and evidence
SBTi’s formal status definitions distinguish commitments and target statuses, making the actual approved record the basis for public wording commitment and target statuses.
Keldwick’s handover includes the accepted eligibility sheet and the rejected early version with its missing parent relationship marked as superseded, so the reasoning remains visible.
A useful archive supports sustainability reporting standards work across future years without implying that the SBTi target decision replaces another framework’s reporting requirements.
When should the SME application pause?
Resolve the few issues that can invalidate an otherwise tidy preparation file.
Module 01 / 04
Missing group
Ownership evidence is incomplete
Module 02 / 04
Wrong operator
A strict less-than test has been weakened
Module 03 / 04
Mixed period
Financial, inventory and target dates disagree
Module 04 / 04
Overclaim
Scope 3 wording exceeds the validation output
Read the detailed guidance and evidence
The current SME definition and the owner’s registration procedure supply the classification basis, so an internal readiness score cannot override an unresolved eligibility issue question 6 classification checks.
Keldwick pauses while its parent relationship is resolved, then records the final route decision separately from any prediction about whether the target itself will be validated.
How can the team prepare a reviewable evidence file?
This editorial workflow organises preparation without certifying compliance or replacing a statutory process.

Frequently asked
Questions people ask
Does fewer than 250 employees prove eligibility?
No, all four initial gates and at least three of the four further tests must be satisfied.
Does exactly €50 million pass the turnover test?
No, the stated condition is turnover below €50 million, although other further conditions may still provide the required three tests if all gates pass.
Can an eligible SME use the corporate route?
Yes, the owner allows eligible SMEs to choose the corporate validation route.
Must an SME set a near-term Scope 3 target?
The tailored route does not require one, but it requires a commitment to measure and reduce Scope 3 emissions.
Can the business commit before setting targets?
No, the SME service has no commitment stage and moves directly to target setting.
Does published V2.0 immediately end the current route?
No, the owner describes a managed transition and still provides current SME services, so the intended submission basis needs to be documented.
