Standards and reporting
ESRS S1 own workforce
ESRS S1 addresses an undertaking’s own workforce, so a useful reporting file establishes who the information covers before presenting a workforce total or claim.
What is ESRS S1 about?
S1 concerns own-workforce matters including working conditions, social dialogue, health and safety, skills, equal treatment and other labour-related human rights ESRS S1 paragraph 6 Revised S1 rendering.
Module 01 / 03
People
Identify the relevant workforce population.
Module 02 / 03
Matter
Describe the material impact, risk or opportunity.
Module 03 / 03
Information
Select the supported answer and reporting context.
Read the detailed guidance and evidence
ESRS S1 is not UK SRS S1, which is a general sustainability-related financial disclosure standard.
The ESRS overview provides the family map and the UK SRS S1 guide explains the similarly named UK text.
Which version and period should the file use?
Record the actual reporting basis because revised ESRS applies from FY2027 with specified FY2026 choices Articles 2–3.
| Record | Useful evidence | Review question |
|---|---|---|
| Version | Published standard and selected basis. | Are old references being reused? |
| Period | Financial-year start and source dates. | Do the workforce measures cover the intended interval? |
| Scope | Entity or consolidated-group decision. | Who is the reporting undertaking? |
| Transition | Specific applicable provision. | Is a historical phase-in being assumed? |
Read the detailed guidance and evidence
The original S1 structure and phase-in summaries should not be imported without checking the revised text Original ESRS S1 ESRS 1 paragraphs 125–127.
The CSRD thresholds guide deals with the separate reporting population under the directive Directive 2026/470.
Who belongs in the own-workforce boundary?
S1 includes employees and the specified non-employees supplying labour or provided through employment activities, while other value-chain workers belong to S2 ESRS S1 paragraph 7.
Module 01 / 03
Employees
Retain the employment relationship and reporting population.
Module 02 / 03
Non-employees
Check the standard’s specific own-workforce definition.
Module 03 / 03
Value chain
Do not classify every contractor relationship as own workforce automatically.
Read the detailed guidance and evidence
The ESRS S2 guide develops the separate value-chain-worker question Revised ESRS S2 scope.
The contract label alone should not replace a documented assessment of the relationship.
Keep a reasoned boundary record so different teams do not count the same person inconsistently.
What does the fictional boundary example show?
The invented Hesper Assembly case separates payroll employees, agency-provided labour and workers of a separate supplier before combining any information.
| Record | Useful evidence | Review question |
|---|---|---|
| Payroll source | Employee records and relevant period. | What population does the file cover? |
| Agency source | Labour-provider records and assignment information. | Does the own-workforce definition apply? |
| Supplier source | A separate service or product relationship. | Is this instead a value-chain-worker matter? |
| Reporting record | The chosen classification and reasons. | Can a reviewer reconstruct the decision? |
Read the detailed guidance and evidence
Hesper’s example does not prescribe the correct answer for any actual contract.
Its useful outcome is a retained question and decision rather than an unexplained count pasted from procurement.
Does reporting S1 mean every possible workforce field is required?
S1 follows materiality but has specific S1-5 and S1-6 application provisions, with information materiality still relevant ESRS S1 paragraphs 1–2.
Module 01 / 03
Topic
Determine whether own workforce relates to material matters.
Module 02 / 03
S1-5
Apply the employee-characteristics provision when own workforce is reported.
Module 03 / 03
S1-6
Check non-employees connected with material impacts, risks or opportunities.
Read the detailed guidance and evidence
Do not simplify the rule into either all workforce datapoints are always mandatory or every requirement is freely optional.
The materiality template retains topic and information decisions.
IG1 is non-authoritative support for the 2023 standards rather than revised paragraph authority IG1 disclaimer EFRAG guidance status.
How should headcount and other measures remain understandable?
A workforce number needs the stated population, definition and period so a reader can interpret it.
| Record | Useful evidence | Review question |
|---|---|---|
| Definition | What the quantity actually measures. | Is it headcount, a rate or another measure? |
| Population | The people included and excluded. | Does the denominator match the claim? |
| Period | Point-in-time or period information. | Are unlike measures compared? |
| Method | Source and compilation process. | Can another reviewer reproduce it? |
Read the detailed guidance and evidence
S1’s employee-characteristics requirements include defined headcount and other workforce information, so a generic total is not a substitute for reading the applicable provision ESRS S1 paragraph 20.
Hesper’s fictional review keeps the original source definition visible when finance requests a different presentation.
How should workforce policies and actions be explained?
Connect relevant policies, actions, metrics and targets to the material workforce matter rather than treating a policy title as the whole answer ESRS 1 paragraph 29 and ESRS 2 GDR requirements.
Module 01 / 03
Commitment
Identify whose circumstances the policy covers.
Module 02 / 03
Implementation
Distinguish a stated intention from action taken.
Module 03 / 03
Evaluation
Explain what evidence supports progress.
Read the detailed guidance and evidence
A training programme, safety action or engagement process needs the relevant population and evidence behind the statement.
A source confirming participation should not automatically become a claim that an intended outcome was achieved.
The reporting judgement should remain visible where evidence is incomplete.
How does the fictional review test a workforce claim?
Hesper’s invented skills-review record distinguishes access, participation and measured outcome rather than calling them the same result.
| Record | Useful evidence | Review question |
|---|---|---|
| Access | A programme is available to a stated population. | Does availability show participation? |
| Participation | Attendance or review records exist. | What was counted? |
| Outcome | A broader skills-improvement statement is proposed. | What evidence supports the outcome? |
| Narrative | The reviewed wording and limits. | Can the reader distinguish progress from uncertainty? |
Read the detailed guidance and evidence
This exercise does not determine which disclosure is material for an actual undertaking.
It shows why a completed activity should not automatically become an unsupported outcome claim.
What should the evidence say about worker input?
A useful file identifies how relevant worker or representative input informs the matter and retains the limits of the evidence.
Module 01 / 03
Source
Who contributed and what issue was raised?
Module 02 / 03
Representation
Whose circumstances may not be captured?
Module 03 / 03
Response
How did the information affect the review?
Read the detailed guidance and evidence
The wider revised materiality provisions address stakeholder input and workers’ representatives rather than making a generic survey the assessment itself ESRS 1 AR 24–25.
Hesper’s fictional file keeps a concern raised by a smaller group visible instead of assuming an overall survey average settles it.
The stakeholder-engagement guide develops that evidence task.
What should the information register retain?
Use supporting resources to navigate requirements while keeping the source, judgement and actual answer reviewable Explanatory note, paragraph 1.
| Record | Useful evidence | Review question |
|---|---|---|
| Reference | Selected version and provision. | Is the right condition being read? |
| Information | Specific material answer. | Has the topic selection become automatic full collection? |
| Evidence | Population, method and limitation. | Does the source support the wording? |
| Output | Approved answer and report location. | Has publication changed since review? |
Read the detailed guidance and evidence
The draft list release identifies supporting navigation material rather than every fact every company reports Draft list release.
The ESRS datapoints guide explains the distinction.
Can the system preserve the reason for each workforce classification?
A useful demonstration traces a workforce measure to its population, source and review rather than showing a single unexplained completeness score.
Module 01 / 03
Relationship
Keep the source describing the employment or labour-supply relationship rather than only a procurement category.
Module 02 / 03
Measure
Retain whether the source represents headcount, another quantity or a period-based measure.
Module 03 / 03
Reconciliation
Show how source populations become the selected disclosure without duplicate or unexplained exclusions.

The draft XBRL taxonomy supports technical representation and does not make tagging mandatory at this stage EFRAG taxonomy release.
A technically valid field cannot resolve an unsupported workforce boundary.
Ask for an export that preserves the relationship classification as well as the resulting total.
Hesper’s fictional export should preserve the own-workforce classification decision and the source definition so another team can distinguish a changed population from a changed workforce result.
What should the own-workforce handover contain?
The next reviewer should be able to reconstruct the population and the supported claim without rebuilding the source mapping.
| Record | Useful evidence | Review question |
|---|---|---|
| Boundary | Employees and relevant non-employees with reasons. | Who is included? |
| Population reconciliation | Relationship source, classification and measure definition. | Can the disclosure population be reconstructed? |
| Decision | Materiality, condition and applicable transition. | Why is it reported this way? |
| Publication | Reviewed answer and location. | Does the report match the file? |
Read the detailed guidance and evidence
Ask data-management software suppliers and CSRD consultants to demonstrate those records.
The standards homepage helps distinguish similarly named reporting standards before evidence is reused.
What is a useful first workforce deliverable?
Start with one well-defined population and one supported statement for the material matter rather than a generic people dashboard.
Module 01 / 03
Define
Identify the people and reporting question.
Module 02 / 03
Trace
Retain source, method and limitations.
Module 03 / 03
Resolve
Assign the uncertainty that could change the conclusion.

Hesper’s fictional review produces a boundary note and an open evidence action rather than a company compliance certificate.
That record can expand when the assessment shows which additional information is useful.
