Standards and reporting
CSRD Omnibus changes
The CSRD Omnibus is a sequence of scope, timing and standards changes, so a useful change log identifies the instrument, legal status and application stage for each decision.
What does CSRD Omnibus mean now?
The substantive adopted scope changes sit in Directive 2026/470, while separate delegated regulations set revised reporting content and the voluntary standard Directive 2026/470 Regulation 2026/1563 Regulation 2026/1560.
Module 01 / 03
Scope
Who reports and through which route.
Module 02 / 03
Timing
Which financial year and national measures apply.
Module 03 / 03
Content
Which standard and material information govern the report.
Read the detailed guidance and evidence
As at 26 October 2026, describing the whole package simply as a proposal is inaccurate, but describing every element as already applicable is also inaccurate.
Use this page as a dated change map alongside the CSRD overview.
Which instruments changed the reporting position?
The original CSRD, the stop-the-clock directive and substantive Omnibus must be read as a sequence rather than competing summaries Directive 2022/2464 Directive 2025/794 Directive 2026/470.
| Instrument | Change | How to use it |
|---|---|---|
| Original CSRD | Introduced the reporting architecture and application sequence. | Historical starting point, not current scope in isolation. |
| Stop the clock | Postponed specified reporting application dates. | Read with later substantive amendments. |
| Substantive Omnibus | Changed scope, exemptions and other requirements. | Use the adopted text and national implementation. |
| Standards regulations | Changed detailed reporting content and voluntary standard. | Keep their own commencement and application dates. |
Read the detailed guidance and evidence
A saved original-CSRD explainer can therefore contain accurate historical quotations but still give the wrong answer for a later financial year.
What changed in the main reporting population?
From FY2027 the main amended scope requires exceeding €450 million net turnover and 1,000 average employees, with the group test applied on a consolidated basis Article 2 points 4–5 and Article 3.
Module 01 / 03
Cumulative
Both figures must be exceeded.
Module 02 / 03
Boundary
Entity and consolidated-group routes differ.
Module 03 / 03
Year
Do not apply the later population automatically to earlier reports.
Read the detailed guidance and evidence
A fictional group change log records a former wave-one subsidiary and reassesses whether it meets the later scope rather than assuming wave-one status lasts indefinitely.
The CSRD thresholds guide contains the decision records and boundary examples.
No asserted percentage reduction in the reporting population is needed to explain an individual undertaking’s position.
Is in force the same as implemented nationally?
No: the Omnibus entered force on 18 March 2026, while Articles 1–3 require national transposition by 19 March 2027 Articles 5–6.
| Stage | Meaning | Record |
|---|---|---|
| EU entry into force | The amending directive is adopted law. | Instrument and date. |
| Transposition | Member States bring domestic measures into force. | Relevant national instrument and effective provisions. |
| Reporting application | Rules apply to the relevant financial year. | Financial-year start and scope route. |
| Transition option | A permitted national exemption may affect earlier years. | Whether the relevant state exercised the option. |
Read the detailed guidance and evidence
The same directive gives Article 4 a different transposition date, 26 July 2028, so that CSDDD date must not be reported as the CSRD transposition deadline Article 5.
What should an existing reporter check for FY2026?
Member States may exempt relevant undertakings not exceeding either new threshold for FY2025–FY2026, making the applicable national measure essential Article 3 point 1(c).
Module 01 / 03
Old duty
Identify the earlier reporting route.
Module 02 / 03
National option
Confirm whether the permitted exemption was implemented.
Module 03 / 03
Next year
Reassess the later scope separately.
Read the detailed guidance and evidence
The exemption uses OR between the non-exceedance conditions, whereas the later main scope uses AND between the exceedance conditions.
In the fictional Harbour review, the team records the local legal basis for an FY2026 conclusion and a separate FY2027 numerical review.
The example is a file structure, not a conclusion that Harbour has any exemption.
What changed in ESRS reporting content?
Regulation 2026/1563 replaces the standards annexes, enters force on 10 November 2026 and applies to financial years beginning from 1 January 2027 Articles 1–3.
| Question | Answer | Change-log entry |
|---|---|---|
| Which standard version? | Record the basis actually selected. | Original or revised ESRS and the instrument. |
| FY2026 options? | Article 2 permits specified choices and reliefs. | Chosen basis and required statement. |
| FY2027 content? | Apply the revised standard where the reporting duty applies. | Requirement references and material information. |
| Scope effect? | The content regulation is not the scope instrument. | Separate directive-based scope decision. |
Read the detailed guidance and evidence
The Commission’s 3 July release concerns the standards adoption; use the published instrument for the legal dates rather than relying on the announcement alone Commission adoption release Article 3.
Did simplification remove materiality judgement?
No: revised ESRS retains double materiality and separates identifying material matters from selecting material information ESRS 1 paragraphs 22–30.
Module 01 / 03
Matter
Identify material impacts, risks or opportunities.
Module 02 / 03
Information
Determine what material information is required.
Module 03 / 03
Evidence
Retain reasons, uncertainties and relevant reporting decisions.
Read the detailed guidance and evidence
A fictional Harbour data team does not simply delete a fixed share of spreadsheet rows because a headline says the standards were simplified.
The ESRS datapoints guide explains why workbook totals are not a universal company reporting checklist.
For ESRS E1, requirement references and phase-in exceptions need a deliberate version review.
What changed for third-country groups?
The amended Article 40a route uses EU turnover above €450 million in each of two consecutive years and a separate qualifying EU subsidiary or branch test Article 2 point 13.
| Layer | Current distinction | Review action |
|---|---|---|
| Third-country undertaking | EU rather than worldwide turnover and a two-year test. | Retain both annual measurements. |
| EU presence | Subsidiary or branch threshold above €200 million in the preceding year. | Check the branch’s additional condition. |
| Own EU entity duty | Article 19a or 29a may also be relevant. | Keep separate reporting routes. |
| Dedicated content | ESRS-40a remains an exposure draft. | Do not describe a consultation draft as adopted law. |
Read the detailed guidance and evidence
The dedicated third-country reporting route starts with FY2028, while EFRAG expects ESRS-40a technical advice in January 2027 before a later Commission process Article 5(2)(d) EFRAG consultation release.
What changed in supplier information requests?
The amended directive protects qualifying value-chain undertakings against specified excess CSRD information requirements, without imposing a new duty to provide information Article 2 point 4 Commission explanation.
Module 01 / 03
Protected undertaking
The definition uses no more than 1,000 average employees in the preceding financial year.
Module 02 / 03
Purpose
The protection concerns information gathered for CSRD reporting.
Module 03 / 03
Other obligations
Other-law and contractual questions require their own review.
Read the detailed guidance and evidence
Do not confuse the supplier cap’s employee reference period with the reporter’s own scope measurement.
A customer can still request additional voluntary information with the required explanation, so the cap is not a statement that every wider request is unlawful Article 2 point 4.
The VSME guide helps organise a proportionate voluntary response.
Is the cap the entire voluntary reporting standard?
No: Regulation 2026/1560 states that the value-chain cap comprises only the datapoints listed in Annex II Article 3 and Annex II.
| Element | Role | Timing |
|---|---|---|
| Voluntary standard | A reporting basis for voluntary use. | Regulation entered force 24 September 2026. |
| Annex II cap | Specified disclosures covered by the cap. | Article 3 applies from financial years beginning from 1 January 2027. |
| National directive provisions | Mechanics of protected undertakings and information requests. | Check domestic implementation separately. |

The Commission explains that customers should request only information they actually need rather than treating the voluntary standard as an automatic maximum questionnaire Commission explanation, 6 May 2026.
Did the Omnibus amend the Taxonomy Regulation?
The substantive directive narrows the Accounting Directive reporting population, while Taxonomy corporate reporting follows Articles 19a and 29a by cross-reference Directive 2026/470 Regulation 2020/852, Article 8.
Module 01 / 03
Population
Check the cross-referenced reporting duty.
Module 02 / 03
Activity tests
Taxonomy eligibility and alignment remain different questions.
Module 03 / 03
Simplification
Read the separate delegated act for specified assessment reliefs.
Read the detailed guidance and evidence
Regulation 2026/73 provides separate Taxonomy simplifications and does not create a blanket CSRD exemption Regulation 2026/73.
Do not describe a proposed voluntary Taxonomy band as surviving adopted law merely because an old proposal summary is still accessible.
A change log should retain which instrument actually owns each change.
What should a business change in its project plan?
A useful plan tracks scope, domestic law, content version and evidence ownership as separate workstreams.
| Workstream | Fictional Harbour action | Acceptance check |
|---|---|---|
| Legal scope | Record entity, group and third-country routes. | Each conclusion identifies year, law and boundary. |
| Finance data | Retain turnover and employee evidence. | Measurements use the right reference period. |
| Reporting content | Map revised requirements and decisions. | No obsolete paragraph references remain. |
| Supplier requests | Check purpose and cap context. | Requests distinguish required and voluntary information. |
Read the detailed guidance and evidence
Use the CSRD consultancy guide to define the legal and reporting handover and the CSRD software guide to test version control and evidence export.
A dashboard labelled Omnibus-ready should demonstrate those records rather than substitute for them.
What should remain on the change watchlist?
Track unresolved national implementation and draft standards separately from adopted EU instruments so a proposal cannot silently become an assumed obligation.
Module 01 / 03
Domestic measures
Identify the particular Member State and provision awaiting verification.
Module 02 / 03
Draft content
Monitor ESRS-40a through advice, Commission adoption and publication stages.
Module 03 / 03
Reporting decisions
Revisit assumptions when a verified change affects the file.
Read the detailed guidance and evidence
As at 26 October 2026, the ESRS-40a consultation is a draft process rather than a final standard EFRAG consultation release.
Record a source-read date separately from the date the law was adopted or the page was updated.
How can a team maintain the change log?
This editorial sequence turns a package headline into reviewable decisions rather than a claim that all changes share one deadline.

Identify the instrument
Use the adopted legal reference where available. - 202
Record status
Separate proposal, adoption, publication and force. - 303
