Financial materiality assessment
A financial materiality assessment identifies sustainability-related information that could influence primary users’ decisions about providing resources to a business.
What does financial materiality actually test?
Under UK SRS S1, materiality concerns information whose omission, misstatement or obscuring could influence primary users’ decisions, in relation to risks and opportunities affecting the entity’s prospects UK SRS S1 paragraphs 3 and 17–19.
Module 01 / 03
Cash flows
Explain the pathway to future receipts, payments or their timing.
Module 02 / 03
Access to finance
Consider whether a dependency or risk affects funding availability.
Module 03 / 03
Cost of capital
Consider effects on the terms on which resources are provided.
Read the detailed guidance and evidence
The assessment is not a vote on which sustainability topics are popular and is not simply a calculation of current emissions cost.
The standards overview explains the reporting frameworks, while UK SRS S1 sets out the relevant financial-disclosure basis.
Is the test identical across reporting frameworks?
UK SRS and IFRS S1 focus on sustainability-related financial information, while ESRS also requires the separate impact-materiality perspective IFRS S1 overview CSRD recital 29.
| Framework | Financial perspective | Additional distinction |
|---|---|---|
| UK SRS S1 | Prospects and primary-user decisions. | Does not import a standalone ESRS impact lens. |
| IFRS S1 | Risks and opportunities affecting prospects. | Check the applicable jurisdictional reporting basis. |
| Revised ESRS | Financial effects and primary-user decisions. | Impact materiality is also assessed in its own right. |

The revised ESRS instrument enters force on 10 November 2026 and applies from FY2027 with specified FY2026 choices, so record the version before citing its paragraphs Articles 2–3.
The dated interoperability guidance maps the earlier ESRS and does not establish that every revised requirement is identical 2024 ESRS–ISSB guidance.
Where should the assessment start?
Identify the resources and relationships on which the business depends and the sustainability risks and opportunities that could affect its prospects UK SRS S1 paragraphs 2–3 and B6–B10.
Module 01 / 03
Activities
Understand products, operations, locations and customer relationships.
Module 02 / 03
Dependencies
Identify natural, human and social resources needed to operate.
Module 03 / 03
Evidence
Use reasonable and supportable information available without undue cost or effort.

In the fictional Vale Ingredients example, a single specialist processing supplier and water-dependent input region are important to production continuity.
The case is invented and does not establish any real entity’s materiality conclusion.
The assessment need not become an exhaustive search for every conceivable event, but relevant uncertainties should remain visible UK SRS S1 paragraph B10.
How do you turn a topic into a financial pathway?
A financial pathway connects the sustainability matter with an effect on prospects rather than stopping at a general topic label UK SRS S1 paragraph 3.
| Fictional matter | Transmission mechanism | Potential financial consequence |
|---|---|---|
| Supplier water dependency | Input interruption or increased sourcing cost. | Delivery timing, margins and cash receipts. |
| Workforce skill dependency | Capacity constraints or replacement difficulty. | Operating costs and ability to fulfil orders. |
| Customer product change | Demand shifts towards a lower-impact product. | Revenue mix and investment requirements. |
| Financing information gap | Lender cannot evaluate a relevant exposure. | Funding availability or terms. |
Read the detailed guidance and evidence
Record the evidence for each link in the chain rather than asserting that a broad sustainability issue must automatically be financially material.
What does a useful fictional case look like?
A useful case follows the dependency, plausible event, operational consequence and financial information required to understand the risk.
Module 01 / 03
Dependency
Vale relies on one specialist processor for a product line.
Module 02 / 03
Possible disruption
A water-related interruption could restrict available processing capacity.
Module 03 / 03
Financial pathway
Alternative processing, delivery timing and payment timing affect forecasts.
Read the detailed guidance and evidence
Vale’s fictional finance team compares an existing operations forecast with a clearly labelled disruption case and retains the assumptions behind replacement capacity.
No illustrative probability, loss amount or threshold is presented as a legal rule or an undertaking-specific assessment.
The reviewer separates the existence of a financial pathway from the later judgement about whether particular information is material.
How should likelihood and magnitude be considered?
Revised ESRS assesses risks and opportunities using likelihood and the potential magnitude of financial effects, including relevant effects not yet reflected in financial statements ESRS 1 paragraph 50 and AR 31.
| Question | Evidence to examine | Avoid |
|---|---|---|
| What could happen? | Specific event or trend and its pathway. | A topic name without a consequence. |
| How likely is the pathway? | Reasonable supporting evidence and uncertainty. | An unsupported precise probability. |
| How large could effects be? | A justified range or qualitative explanation. | Treating current expenditure as the entire exposure. |
| When could effects arise? | Relevant short, medium and long-term assumptions. | A current-year-only screen. |

The double materiality template retains this financial conclusion separately from any impact conclusion.
Is there a standard five-per-cent cut-off?
No: UK SRS S1 states that materiality judgements are entity-specific and specifies no thresholds or predetermined material outcomes UK SRS S1 paragraph B19.
Module 01 / 03
Magnitude
Consider the possible size and context of the effect.
Module 02 / 03
Nature
Consider qualitative characteristics relevant to user decisions.
Module 03 / 03
Combination
Assess information individually and with other information.

The IFRS Foundation’s November 2024 educational material explains materiality without adding to or changing the standards IFRS materiality education.
A company may document its own decision criteria, but calling a selected percentage the mandatory sustainability threshold would misstate the standard.
Retain the reason for a qualitative conclusion even where a numerical estimate is available.
Can you reuse the auditor’s financial-statement materiality?
Financial materiality for sustainability reporting is broader than the financial-statement recognition-and-measurement lens, and the two sets of judgements can differ ESRS 1 paragraph 46 IFRS S1 Basis for Conclusions, BC69.
| Distinction | Sustainability assessment | Review implication |
|---|---|---|
| Time | Can include effects over longer horizons. | Do not screen only current-period balances. |
| Boundary | Includes relevant value-chain relationships. | Do not restrict the review to consolidated legal entities. |
| Recognition | Can consider effects not yet recognised. | Absence of a booked liability does not settle materiality. |
| Decision | Considers material information for primary users. | Do not adopt an audit amount without further reasoning. |

The register should record any connection to finance assumptions while keeping sustainability-reporting judgements distinct.
Can a supplier dependency be financially material?
Yes: revised ESRS financial materiality includes relevant business relationships in the upstream and downstream value chain and dependencies that create financial effects ESRS 1 paragraphs 46 and 48–49.
Module 01 / 03
Resource
Identify what the undertaking needs to obtain or use.
Module 02 / 03
Relationship
Understand pricing, quality and terms of access.
Module 03 / 03
Substitution
Consider realistic alternatives and their timing.

Vale’s fictional supplier exposure does not disappear because the processor sits outside the consolidated group.
The row identifies the specific dependence and evidence of alternatives rather than labelling the whole supply chain material.
This differs from deciding whether Vale causes or contributes to a material impact, which belongs to the separate ESRS impact lens.
How should opportunities be assessed?
Assess opportunities through their possible financial effects and supporting evidence rather than treating aspirational benefits as established outcomes ESRS 1 paragraphs 47–50.
| Fictional opportunity | Evidence | Reporting caution |
|---|---|---|
| New product demand | Customer requirements and supported demand assumptions. | Do not replace evidence with a market slogan. |
| Resource efficiency | Technical feasibility and realistic costs. | Distinguish planned benefit from achieved saving. |
| Financing option | Relevant lender conditions and investment needs. | Do not assume lower cost of capital without support. |
Read the detailed guidance and evidence
The assessment should make optimistic assumptions as reviewable as downside assumptions.
UK SRS S2 provides climate-specific requirements for strategy and financial effects where relevant, rather than a universal licence to publish unsupported financial benefits UK SRS S2 paragraphs 14–21.
Does identifying a material risk mean reporting everything?
No: UK SRS S1 requires material information and permits omission of immaterial information even where a requirement is described as a minimum UK SRS S1 paragraphs B20–B25.
Module 01 / 03
Risk description
Explain the matter and how it affects the business.
Module 02 / 03
Decision information
Identify the material assumptions, effects and management response.
Module 03 / 03
Presentation
Avoid obscuring important information with excessive detail or aggregation.
Read the detailed guidance and evidence
For Vale, a short dependency explanation with a supported sensitivity may be more useful than publishing an unfiltered procurement database.
Revised ESRS likewise separates selecting matters from selecting information and requires entity-specific information where needed ESRS 1 paragraphs 11 and 25–30.
An ESRS datapoints list supports mapping but cannot make that judgement for the company.
What evidence should finance and sustainability teams share?
A useful shared file connects the pathway, assumptions, assessment decision and disclosure location without claiming that a completed tool proves compliance.
| Record | Suggested content | Handover test |
|---|---|---|
| Pathway | Dependency, event and financial consequence. | Can both teams explain the same chain? |
| Assumptions | Timing, alternatives, costs and uncertainty. | Are differences from forecasts explained? |
| Decision | Qualitative and quantitative reasons. | Can a reviewer follow inclusion or exclusion? |
| Output | Reviewed narrative or measure and report location. | Does the published statement match the review? |

Historical IG1 offers non-authoritative implementation discussion for the 2023 ESRS, so use it as dated background rather than revised law IG1 disclaimer EFRAG guidance status Original ESRS.
Reporting scope is also distinct from the assessment method and should be checked separately Directive 2026/470.
Use the consultancy guide or reporting software guide to request the evidence trail as a specific deliverable.
When should the assessment be revisited?
UK SRS S1 requires reassessment of materiality judgements at each reporting date to reflect changed circumstances and assumptions UK SRS S1 paragraph B28.
Module 01 / 03
Business
New products, locations, relationships or funding.
Module 02 / 03
Evidence
Changed assumptions, events or information quality.
Module 03 / 03
Conclusion
Information that becomes material or ceases to be material.

The fictional Vale review records a second qualified processor becoming available and assesses how that changes the earlier dependency judgement.
Revised ESRS asks whether significant changes at the reporting date could affect earlier conclusions and requires an update where needed ESRS 1 paragraph 34.
The downloadable original register preserves the previous conclusion and change reason rather than overwriting the history.

Frequently asked
Questions people ask
Is financial materiality the same as enterprise value?
The standards use prospects and primary-user decisions, including cash flows, access to finance and cost of capital, rather than defining materiality as enterprise value.
Is there a compulsory percentage threshold?
No: UK SRS S1 prescribes no universal threshold and materiality is entity-specific.
Can a supplier outside the group matter?
Yes: relevant value-chain relationships and dependencies can create financial effects.
Must an effect already be in the accounts?
No: revised ESRS includes relevant anticipated effects not yet reflected in financial statements.
Can we reuse financial-statement audit materiality?
Do not treat it as the sustainability conclusion because the reporting scope and judgements can differ.
How often should UK SRS materiality be reviewed?
Reassess materiality judgements at each reporting date to reflect changes in circumstances and assumptions.
